12 minutes read

Key Takeaways

  • Justworks ranked second in PEO Services by valid recommendation coverage at 35.6%, trailing ADP TotalSource by 1.8 points.
  • Its strongest signal was placement quality, with the category’s highest rank-one rate at 14.4% and 57 first-place recommendations.
  • Google AI Overviews and Perplexity were the strongest platforms for Justworks, while Copilot showed high presence but weak recommendation conversion.
  • Recommendation coverage fell 7.6 points from July to September 2026, creating pressure to turn existing visibility into broader shortlist inclusion.

Answer Capsule

Justworks holds the second-strongest recommendation position in the PEO Services category for September 2026, with 35.6% valid recommendation coverage and a category-leading rank-one rate of 14.4%. The benchmark shows Justworks is recommended less often than it was in July 2026, when coverage stood at 43.2%, but it surfaces higher when it does appear, with an average recommended rank of 2.6. The clearest win is first-position recommendation strength across Google AI Overviews and Perplexity; the clearest weakness is a 7.6-point coverage decline across the July-to-September series. The clearest opportunity is converting its rank-one placement strength into broader shortlist coverage before ADP TotalSource rebuilds its lead.

Executive Summary

Justworks enters September 2026 as the second-ranked brand in the PEO Services benchmark by valid recommendation coverage, at 35.6%, trailing category leader ADP TotalSource by 1.8 percentage points. The benchmark shows Justworks is present in 68.2% of qualified observations and receives a valid recommendation in 35.6% of them, a conversion pattern that places it firmly in the category's top tier but below its own July 2026 baseline.

The headline movement is a 7.6-point decline in valid recommendation coverage from 43.2% in July 2026 to 35.6% in September 2026, the largest coverage decline of any tracked brand across the series. The analysis found that most of that decline occurred between July and August, when coverage fell 7.8 points; Justworks then regained 0.2 points in September, indicating the pullback may have stabilized.

The countervailing signal is placement quality. Justworks holds the highest rank-one rate in the category at 14.4%, up 5.6 points from 8.8% in July 2026, and its average recommended rank improved to 2.6 from 3.1 over the same period. The dataset marked 57 rank-one recommendations for Justworks in September, more than any other tracked brand, including ADP TotalSource at 47.

The strongest platform signal for Justworks is Google AI Overviews, where it recorded a 49.6% valid recommendation coverage rate and a 25.2% rank-one rate, both category-leading. Perplexity also shows strength, with Justworks at 39.3% coverage and a 25.0% top-three rate on that surface.

The clearest platform gap is Microsoft Copilot, where Justworks recorded a 13.2% valid recommendation coverage rate and zero recommendation value contribution, despite appearing in 50.0% of Copilot observations. The brand is visible on Copilot but is not being converted into recommendations there.

The clearest cluster gap is structural rather than brand-specific. All 396 qualified observations in September 2026 fell into the Brand Recommendation cluster. The benchmark did not qualify observations for Pricing and Value or Multi-Brand Comparison queries in any month of the series, so the public metrics cannot yet describe how AI systems position Justworks on cost, value, or head-to-head comparisons.

Sentiment framing is positive across the board. Justworks recorded 152 positive mentions, 118 neutral mentions, and zero negative mentions in September 2026, producing a net sentiment score of 0.563. No tracked brand recorded a negative framing pattern of consequence in the category this month.

What Justworks Is Winning

Questions This Section Answers

  • Where does Justworks hold the strongest first-position recommendation signal in the PEO Services category?
  • On which AI platforms does Justworks record its highest recommendation coverage and rank-one rates?

Justworks holds the strongest first-position recommendation signal in the PEO Services category. Its 14.4% rank-one rate is the highest of any tracked brand in September 2026, ahead of ADP TotalSource at 11.9% and Insperity at 4.3%. The benchmark recorded 57 rank-one recommendations for Justworks, the largest count in the category.

Placement quality is improving even as coverage contracts. Justworks' average recommended rank improved to 2.6 in September 2026 from 3.1 in July 2026, meaning that when AI systems do recommend the brand, they place it higher in the shortlist than they did three months ago. This is a meaningful signal of recommendation strength that raw coverage alone does not capture.

Google AI Overviews is Justworks' strongest platform. The brand recorded a 49.6% valid recommendation coverage rate and a 25.2% rank-one rate on that surface, both category-leading figures. Its average recommended rank on AI Overviews was 1.8, the best placement of any brand on any tracked platform.

Perplexity is Justworks' second-strongest platform, with 39.3% valid recommendation coverage, a 25.0% top-three rate, and a 17.0% captured share of AI opportunity on that surface. This is the highest captured share Justworks recorded on any platform.

Justworks also recorded zero negative mentions across all 396 qualified observations in September 2026. Its framing is entirely positive or neutral, with no cautionary or displaced-recommendation patterns appearing in the public dataset.

Where Justworks Has the Clearest AI Visibility Gaps

Questions This Section Answers

  • How large is the gap between Justworks' raw mention presence and its valid recommendation coverage?
  • Where is Justworks visible but not being recommended by AI systems?
  • What is the steepest coverage decline Justworks experienced across the tracked months?

The clearest gap is coverage conversion relative to presence. Justworks appears in 68.2% of qualified observations but receives a valid recommendation in only 35.6% of them. That is a 32.6-point gap between raw mention presence and valid recommendation coverage, the widest such gap among the category's top three brands. ADP TotalSource shows a 33.1-point gap, and TriNet shows a 32.8-point gap, so the pattern is category-wide, but Justworks' position at the top of the rank-one table makes its conversion gap more consequential.

Microsoft Copilot is the clearest platform-level gap. Justworks appeared in 50.0% of Copilot observations but recorded only a 13.2% valid recommendation coverage rate and a 10.5% top-three rate on that surface. Its Copilot recommendation value contribution was zero, meaning no rank-eligible recommendations were recorded there. The brand is visible on Copilot but is not being shortlisted.

The coverage decline itself is the largest gap. Justworks lost 7.6 points of valid recommendation coverage between July 2026 and September 2026, the steepest decline of any tracked brand. ADP TotalSource lost 7.1 points over the same period, so the two category leaders both pulled back, but Justworks' decline was larger and its September position is now only 1.8 points ahead of TriNet at 34.6%.

The structural gap is the absence of qualified Pricing and Value and Multi-Brand Comparison observations. The benchmark cannot currently show how AI systems position Justworks against ADP TotalSource or TriNet in head-to-head prompts, or how the brand is framed on cost and value questions. This is a measurement limitation, not a brand weakness, but it means the public dataset cannot yet describe Justworks' competitive position at the decision stage.

Biggest Opportunity

Questions This Section Answers

  • What is the clearest path for Justworks to broaden its recommendation coverage?
  • How could Justworks narrow the coverage gap to ADP TotalSource without adding new presence?

The single clearest opportunity for Justworks is to convert its rank-one placement strength into broader shortlist coverage. The brand already wins the first recommendation more often than any competitor, with a 14.4% rank-one rate and 57 rank-one recommendations in September 2026. That placement strength is concentrated on Google AI Overviews and Perplexity, where Justworks records its highest coverage and best average rank.

The path from reference to recommendation runs through the platforms where Justworks is visible but not shortlisted. Copilot is the clearest example: 50.0% presence, 13.2% coverage, zero recommendation value. If Justworks can lift its Copilot recommendation conversion toward its category average, the coverage gap to ADP TotalSource narrows without requiring new presence gains.

The opportunity is specific and measurable. Justworks needs to move from being mentioned on Copilot to being recommended on Copilot, and it needs to hold its rank-one position on Google AI Overviews and Perplexity while doing so. The benchmark shows the placement strength is already there; the coverage conversion is the missing piece.

Competitive Landscape

Questions This Section Answers

  • How does Justworks' rank-one rate compare to ADP TotalSource in the PEO Services category?
  • How does Justworks' average recommended rank differ from other top PEO providers?

ADP TotalSource and Justworks hold the strongest recommendation-stage positions in the PEO Services category, with TriNet and Insperity close behind in a tightly clustered top tier. Justworks sits second by valid recommendation coverage but first by rank-one rate, a placement profile that distinguishes it from the category leader.

Prompt Evidence

Questions This Section Answers

  • Which prompts reveal Justworks' strongest and weakest recommendation outcomes across AI platforms?

Google AI Overviews / Brand Recommendation Prompt: "best PEO for small business" Result: Justworks recorded a 49.6% valid recommendation coverage rate and a 25.2% rank-one rate on Google AI Overviews, its strongest platform signal in the benchmark.

Microsoft Copilot / Brand Recommendation Prompt: "peo services" Result: Justworks appeared in 50.0% of Copilot observations but recorded only a 13.2% valid recommendation coverage rate and zero rank-eligible recommendation value on that surface.

Perplexity / Brand Recommendation Prompt: "hr outsourcing providers" Result: Justworks recorded a 39.3% valid recommendation coverage rate and a 25.0% top-three rate on Perplexity, with a 17.0% captured share of AI opportunity on that platform.

ChatGPT / Brand Recommendation Prompt: "peo for small business" Result: Justworks recorded a 25.8% valid recommendation coverage rate and a 9.7% rank-one rate on ChatGPT, with an average recommended rank of 3.5.

What CiteWorks Studio Would Do Next

Phase 1: AI Market Discovery Audit Map the exact prompts where Justworks is mentioned but not recommended, with priority on Copilot and ChatGPT, where the coverage conversion gap is widest.

Phase 2: Recommendation Readiness Plan Identify which prompt types and buyer-intent patterns drive rank-one placement on Google AI Overviews and Perplexity, and build a plan to replicate that placement strength on Copilot.

Phase 3: Owned Answer Layer Buildout Strengthen the owned pages and structured content that AI systems retrieve when forming PEO shortlists, with emphasis on the discovery and evaluation prompts where Justworks already appears.

Phase 4: Citation / Authority Layer Development Develop the public evidence layer that supports recommendation-stage retrieval, including source types and citation patterns that appear in Google AI Overviews and Perplexity answers where Justworks already ranks first.

Phase 5: Monthly AI Visibility and Recommendation Tracking Track Justworks' coverage, top-three rate, rank-one rate, and sentiment across all six platforms monthly, with specific attention to whether the September stabilization holds and whether Copilot conversion improves.

Why This Matters

AI presence alone is not enough. Justworks appears in 68.2% of qualified PEO Services observations but is recommended in only 35.6% of them. The gap between being mentioned and being shortlisted is where buyer decisions are formed, and it is the gap that separates a brand that AI systems describe from a brand that AI systems recommend.

The next move is targeted correction of the prompt, page, and citation layers that drive recommendation conversion. Justworks already holds the strongest rank-one position in the category. The opportunity is to extend that placement strength into broader coverage, particularly on Copilot and ChatGPT, before ADP TotalSource rebuilds its lead or TriNet closes the 1.8-point gap.

Questions This Section Answers

  • Why does Justworks' high mention count not translate directly into recommendation coverage?
  • How does classified sentiment change the interpretation of Justworks' 270 mentions?

Sentiment Score = (positive mentions × 1 + neutral mentions × 0 + negative mentions × -1) / total mentions

Justworks recorded 152 positive mentions, 118 neutral mentions, and zero negative mentions across 270 total mentions in September 2026. That produces a sentiment score of 0.5630.

This matters because unclassified mention counts are misleading. A brand can appear frequently in AI answers without being recommended, and a neutral reference is not the same as a positive recommendation. Share of voice is a diagnostic metric, not a business KPI. A positive recommendation, a neutral reference, a cautionary mention, and a competitor-displaced mention are not equal in buyer impact.

Counting all mentions as wins is bad measurement. Justworks' 270 mentions include 118 neutral references where the brand is named but not positioned as a recommendation. Those mentions contribute to presence rate but not to recommendation coverage. Classified sentiment is required before interpreting AI visibility, because it separates the mentions that shape buyer shortlists from the mentions that simply describe the category.

Methodology

  1. This report is a benchmark-based analysis of Justworks' AI recommendation position in the PEO Services category for September 2026. It is not a client implementation case study.
  2. The reporting window is September 2026, with comparison data from July 2026 and August 2026 where available.
  3. Six AI/search surface families were tracked: ChatGPT, Copilot, Gemini, Perplexity, Google AI Overviews, and Google AI Mode.
  4. The September 2026 benchmark began with 790 prompt-surface observations and produced 396 qualified observations after qualification. August 2026 produced 393 qualified observations, and July 2026 produced 400.
  5. The competitor universe includes 10 tracked brands: ADP TotalSource, CoAdvantage, Engage PEO, G&A Partners, Insperity, Justworks, Paychex PEO, Rippling PEO, TriNet, and Vensure Employer Solutions.
  6. The public benchmark qualified observations in one buyer-intent cluster, Brand Recommendation. Pricing and Value and Multi-Brand Comparison clusters did not qualify observations in any month of the series.
  7. Stage 0 extraction produced the prompt-level observations that retain query, surface, answer, brand outcome, recommendation placement, sentiment, and, where exposed, citations or attributable evidence sources.
  8. A mention is counted when a tracked brand appears in an AI response within a qualified observation. Presence rate is the share of qualified observations where the brand appears.
  9. A valid recommendation is counted when the dataset marks the brand as receiving a valid recommendation. Valid recommendation coverage is the share of qualified observations where the brand receives that credit. Top-three rate and rank-one rate are subsets of valid recommendations.
  10. Average recommended rank covers rank-eligible recommendations only. Brands with no rank-eligible recommendations are shown with a dash in the competitive landscape table.
  11. The public benchmark does not measure market share, attributable sales, every possible AI response, organic-search ranking, social mention volume, private or sponsored channels, or causality from a metric movement alone.
  12. The benchmark cannot currently answer pricing, value, or head-to-head comparison questions because no qualified observations exist for those clusters in the public series.

Understanding AI search visibility.

AI search experiences create answers by pulling information from many places online and summarizing it into a single response.

What Is AI Citation Intelligence?
AI citation intelligence is the process of measuring where AI platforms source their information and how frequently a brand is mentioned or referenced in AI-generated responses. Because LLMs synthesize across multiple sources, the sites and brands that appear repeatedly tend to influence how a topic or company is framed. This practice focuses on identifying which sources shape AI outputs and tracking brand visibility across different AI systems.
What Is Citation Architecture?
Citation architecture describes the set of sources that consistently inform how AI systems talk about a brand, product, or topic. LLMs draw from websites, articles, forums, and public discussion, and the sources they rely on most often become the backbone of their answers. Building strong citation architecture means ensuring that accurate, credible, high authority sources are the ones most likely to shape the way AI tools summarize and recommend a brand.
What Is Generative Engine Optimization?
Generative engine optimization (GEO) is the practice of improving the chances that AI systems use and cite your brand or content when generating answers. While traditional SEO is centered on ranking pages in search results, GEO focuses on how LLMs retrieve, interpret, and combine information when responding to a question. The objective is to strengthen the content and sources AI systems rely on, so your brand is treated as a trusted reference in AI responses.
What Is AI Share of Voice?
AI share of voice tracks how often a brand appears in AI-generated answers compared with competitors in the same category. It reflects visibility across AI platforms such as ChatGPT, Gemini, Claude, and Perplexity. Monitoring AI share of voice helps organizations see whether AI systems consistently include and recommend their brand for key queries or whether competitor brands are showing up more often.
