11 minutes read

Key Takeaways

  • Surfshark ranked third in VPN services by valid recommendation coverage at 73.4% across 700 qualified observations.
  • The brand appeared in 95.0% of AI responses, but a 21.6-point gap between presence and recommendation shows weak conversion from mention to endorsement.
  • Surfshark’s 54.0% top-three recommendation rate was second-best in the category, yet its rank-one rate was only 5.7%, indicating it is shortlisted often but rarely named first.
  • Google AI Mode delivered Surfshark’s strongest recommendation performance, while Perplexity and Gemini showed weaker top-three and rank-one results.

Answer Capsule

Surfshark holds the third-strongest recommendation position in the September 2026 VPN Services benchmark, with 73.4% valid recommendation coverage across 700 qualified observations. The brand is visible in 95.0% of AI responses but converts that presence into a recommendation in only about three of every four appearances. Its clearest win is a 54.0% top-three recommendation rate, second only to NordVPN. Its clearest weakness is a rank-one rate of just 5.7%, meaning Surfshark is frequently shortlisted but rarely named first. The clearest opportunity is converting its broad presence into first-position recommendations in the brand recommendation cluster.

Executive Summary

Surfshark enters September 2026 as the third-ranked brand in the VPN Services benchmark, with 73.4% valid recommendation coverage across 700 qualified observations. That places it behind Proton VPN at 80.3% and NordVPN at 76.4%, and ahead of ExpressVPN at 69.9%. The benchmark shows Surfshark is a consistent presence in AI-generated recommendations, but the data also shows a clear gap between being mentioned and being chosen first.

The presence-to-recommendation gap is the defining feature of Surfshark's position. The brand appears in 95.0% of qualified observations, yet its valid recommendation coverage is 73.4%, a gap of 21.6 percentage points. That gap is wider than NordVPN's (99.3% presence against 76.4% coverage) and wider than Proton VPN's (96.3% presence against 80.3% coverage). Surfshark is being surfaced in AI answers far more often than it is being recommended within them.

The strongest signal in Surfshark's data is its top-three recommendation rate of 54.0%, which is the second-highest in the category behind NordVPN's 65.1%. When Surfshark is recommended, it lands in a top-three position more than half the time. That is a meaningful competitive strength and suggests the brand is treated as a serious shortlist candidate across a broad set of prompts.

The weakest signal is Surfshark's rank-one rate of 5.7%. NordVPN holds a rank-one rate of 47.7%, and Proton VPN holds 12.7%. Surfshark is recommended often but is rarely the first option named. This is the clearest structural gap in its AI recommendation profile.

Sentiment is strong. Surfshark's net sentiment score is 0.8331, with 559 positive mentions, 101 neutral mentions, and 5 negative mentions across 665 total mentions. The brand is not being framed negatively. The issue is placement, not perception.

The strongest platform signal for Surfshark is Google AI Mode, where the brand holds a 79.8% valid recommendation coverage rate and a 67.98% top-three rate. The weakest platform signal is Perplexity, where Surfshark's top-three rate drops to 26.1% and its rank-one rate falls to 1.1%. Gemini also shows a softer top-three rate at 43.9%.

The benchmark's single qualified cluster, Brand Recommendation, captures discovery and consideration behavior. All 700 qualified observations in September 2026 fell into this cluster, matching the pattern in July and August. The public benchmark does not yet contain qualified observations in pricing and value or multi-brand comparison classes, so the data cannot show how Surfshark performs when buyers ask about cost or head-to-head comparisons.

What Surfshark Is Winning

Questions This Section Answers

  • Where does Surfshark's recommendation performance rank among VPN competitors?
  • Which platforms show Surfshark's strongest recommendation conversion?
  • How does Surfshark's sentiment compare to its recommendation metrics?

Surfshark's strongest evidence-backed win is its top-three recommendation rate of 54.0%, which is the second-highest in the category. This means that when Surfshark is recommended, it appears among the top three options in more than half of those recommendations. Only NordVPN, at 65.1%, holds a higher top-three rate.

The brand's second win is its presence rate of 95.0%, which is the third-highest in the category behind NordVPN at 99.3% and Proton VPN at 96.3%. Surfshark is consistently surfaced across the qualified observation set, which means the brand is not being overlooked in AI-generated answers.

Surfshark's third win is its sentiment profile. With a net sentiment score of 0.8331 and only 5 negative mentions across 665 total mentions, the brand is not being framed negatively in AI responses. The framing quality of Surfshark mentions is strong and consistent with the category's leading brands.

A fourth win is the brand's performance on Google AI Mode, where Surfshark holds a 79.8% valid recommendation coverage rate and a 67.98% top-three rate. This is the platform where Surfshark's recommendation conversion is strongest relative to its overall position.

Where Surfshark Has the Clearest AI Visibility Gaps

Questions This Section Answers

  • Why does Surfshark's rank-one rate lag behind NordVPN and Proton VPN?
  • Which platforms show the weakest Surfshark recommendation conversion?
  • What measurement gaps limit the analysis of Surfshark's decision-stage performance?

The clearest gap is rank-one placement. Surfshark's rank-one rate of 5.7% is far below NordVPN's 47.7% and Proton VPN's 12.7%. The benchmark shows Surfshark is recommended often but is rarely the first option named. This means the brand is losing the first-position recommendation to competitors even when it is included in the shortlist.

The second gap is the presence-to-recommendation conversion rate. Surfshark appears in 95.0% of qualified observations but is recommended in only 73.4%. That 21.6-point gap means the brand is being mentioned in contexts where it is not being recommended. The benchmark cannot show which prompts produce a mention without a recommendation, but the pattern is consistent across the observation set.

The third gap is platform-specific. On Perplexity, Surfshark's top-three rate drops to 26.1% and its rank-one rate falls to 1.1%. On Gemini, the top-three rate is 43.9%. These are below the brand's overall top-three rate of 54.0%, suggesting that Surfshark's recommendation strength is concentrated on Google AI Mode and Google AI Overviews rather than distributed evenly across platforms.

The fourth gap is the absence of qualified observations in pricing and value and multi-brand comparison clusters. The benchmark cannot show how Surfshark performs when buyers ask about cost or direct comparisons. This is a measurement gap, not a performance gap, but it limits what the current data can reveal about Surfshark's competitive position in decision-stage prompts.

Biggest Opportunity

Questions This Section Answers

  • How can Surfshark close the gap between top-three and first-position recommendations?
  • Which prompt clusters offer the clearest path to improving Surfshark's rank-one rate?

Surfshark's biggest opportunity is converting its broad presence into first-position recommendations. The brand is already recommended in 73.4% of qualified observations and lands in the top three in 54.0% of them. The gap is at rank one, where Surfshark holds only 5.7% against NordVPN's 47.7%. Closing even part of that gap would move Surfshark from a strong shortlist candidate to a default first recommendation in a meaningful share of prompts.

This opportunity is tied to the brand recommendation cluster, which is the only qualified cluster in the current benchmark. The path from reference to recommendation to first-position recommendation runs through the prompt, page, and citation layers that shape how AI systems frame Surfshark relative to NordVPN and Proton VPN.

Competitive Landscape

Questions This Section Answers

  • How does Surfshark compare to NordVPN, Proton VPN, and other VPN competitors on top-three and rank-one rates?
  • What does Surfshark's average recommended rank indicate about its typical placement?

Proton VPN and NordVPN hold the strongest recommendation-stage positions in the VPN Services category, with Surfshark, ExpressVPN, and Private Internet Access forming the next tier. Surfshark sits third by valid recommendation coverage and second by top-three rate, but its rank-one rate places it well behind the two leaders.

Prompt Evidence

Questions This Section Answers

  • Which prompt-platform combinations produce Surfshark's strongest and weakest recommendation outcomes?
  • What does Surfshark's performance on Perplexity reveal about platform-specific recommendation gaps?

Google AI Mode / Brand Recommendation Prompt: "What is the safest VPN to use?" Result: Surfshark was recommended with a top-three rate of 67.98% on this platform, contributing to its strongest platform-level recommendation signal.

Perplexity / Brand Recommendation Prompt: "What is the safest free VPN?" Result: Surfshark was mentioned but its top-three rate on Perplexity dropped to 26.1%, and its rank-one rate fell to 1.1%, showing weaker recommendation conversion on this platform.

ChatGPT / Brand Recommendation Prompt: "What's the most trusted VPN?" Result: Surfshark held a 45.0% top-three rate and a 3.75% rank-one rate on ChatGPT, consistent with its overall pattern of strong shortlist presence and weak first-position placement.

Google AI Overviews / Brand Recommendation Prompt: "Which is the best VPN?" Result: Surfshark held a 62.37% top-three rate and a 6.99% rank-one rate on Google AI Overviews, showing strong shortlist strength but limited first-position recommendations.

What CiteWorks Studio Would Do Next

Phase 1: AI Market Discovery Audit Map the specific prompts where Surfshark is mentioned but not recommended, and identify which competitors absorb the recommendation in those prompts.

Phase 2: Recommendation Readiness Plan Prioritize the prompt clusters and platforms where Surfshark's top-three rate is strong but its rank-one rate is weak, starting with Perplexity and Gemini.

Phase 3: Owned Answer Layer Buildout Strengthen the owned content and answer surfaces that AI systems retrieve when forming first-position recommendations for VPN queries.

Phase 4: Citation / Authority Layer Development Develop the public evidence layer, including source pages and authority signals, that supports Surfshark's framing as a first-choice recommendation rather than a shortlist option.

Phase 5: Monthly AI Visibility and Recommendation Tracking Track Surfshark's rank-one rate, top-three rate, and platform-level recommendation conversion month over month to measure whether the gap to NordVPN and Proton VPN is closing.

Why This Matters

AI presence alone is not enough. Surfshark appears in 95.0% of qualified observations, but it is recommended in only 73.4% and named first in only 5.7%. The difference between being mentioned and being recommended first is the difference between being on the buyer's radar and being the buyer's default choice. In AI-led discovery, the first recommendation carries outsized weight because it shapes the shortlist that follows.

The next move for Surfshark is targeted correction of the prompt, page, and citation layers that determine first-position recommendations. The benchmark shows where the gap is. A company-level audit shows which prompts, competitors, and sources are causing it.

Sentiment Score

Sentiment Score = (positive mentions × 1 + neutral mentions × 0 + negative mentions × -1) / total mentions

For Surfshark in September 2026: (559 × 1 + 101 × 0 + 5 × -1) / 665 = 554 / 665 = 0.8331.

This matters because unclassified mention counts are misleading. A brand can appear in hundreds of AI responses without being recommended, and a raw mention count would treat all of those appearances as equivalent. Surfshark's 665 mentions include 559 positive mentions, 101 neutral mentions, and 5 negative mentions. The sentiment score of 0.8331 shows that when Surfshark is mentioned, the framing is overwhelmingly positive or neutral.

Share of voice is a diagnostic metric, not a business KPI. A positive recommendation, a neutral reference, a cautionary mention, and a competitor-displaced mention are not equal. Counting all mentions as wins is bad measurement. Classified sentiment is required before interpreting AI visibility, because it separates the mentions that support recommendation conversion from the mentions that simply reference the brand.

Methodology

  1. This report is a benchmark-based analysis of Surfshark's AI recommendation position in the VPN Services category for September 2026. It is not a client result and does not imply that CiteWorks Studio caused any benchmark outcome.
  2. The reporting window is September 2026, with comparisons to July 2026 and August 2026 where the source data provides them.
  3. Six AI surface families were tracked: ChatGPT, Copilot, Gemini, Perplexity, Google AI Overviews, and Google AI Mode. All six were represented in each month of the series.
  4. The September 2026 benchmark began with 800 prompt-surface observations and produced 700 qualified observations after qualification. July 2026 produced 707 qualified observations and August 2026 produced 709.
  5. The competitor universe includes 10 tracked brands: CyberGhost VPN, ExpressVPN, IPVanish, Mullvad VPN, NordVPN, Private Internet Access, Proton VPN, Surfshark, TunnelBear, and Windscribe.
  6. One qualified high-intent cluster was used: Brand Recommendation, which captures discovery and consideration behavior. All 700 qualified observations in September 2026 fell into this cluster.
  7. The benchmark retains prompt-level observations that include the query, AI or search surface, answer, brand outcome, recommendation placement, sentiment, and, where exposed, citations or attributable evidence sources.
  8. A mention is counted when a tracked brand appears in a qualified observation in any form, including neutral or cautionary references.
  9. A valid recommendation is counted when a tracked brand appears in a recommendation context within a qualified observation. Negative, neutral, cautionary, comparison-anchor, and listed-only mentions are not counted as valid recommendations unless the dataset explicitly marks them as such.
  10. Brand-level percentages use the 700 qualified observations as the public denominator, not the raw collection universe of 800 prompts.
  11. The benchmark does not measure market share, attributable sales, organic-search ranking, social media mention volume, or causality from a metric movement alone. Movements indicate correlation, not cause.
  12. The unique question count for September 2026 was 593. The public benchmark does not expose a unique prompt count per brand, so prompt-level attribution is limited to the cluster and platform level.

Understanding AI search visibility.

AI search experiences create answers by pulling information from many places online and summarizing it into a single response.

What Is AI Citation Intelligence?
AI citation intelligence is the process of measuring where AI platforms source their information and how frequently a brand is mentioned or referenced in AI-generated responses. Because LLMs synthesize across multiple sources, the sites and brands that appear repeatedly tend to influence how a topic or company is framed. This practice focuses on identifying which sources shape AI outputs and tracking brand visibility across different AI systems.
What Is Citation Architecture?
Citation architecture describes the set of sources that consistently inform how AI systems talk about a brand, product, or topic. LLMs draw from websites, articles, forums, and public discussion, and the sources they rely on most often become the backbone of their answers. Building strong citation architecture means ensuring that accurate, credible, high authority sources are the ones most likely to shape the way AI tools summarize and recommend a brand.
What Is Generative Engine Optimization?
Generative engine optimization (GEO) is the practice of improving the chances that AI systems use and cite your brand or content when generating answers. While traditional SEO is centered on ranking pages in search results, GEO focuses on how LLMs retrieve, interpret, and combine information when responding to a question. The objective is to strengthen the content and sources AI systems rely on, so your brand is treated as a trusted reference in AI responses.
What Is AI Share of Voice?
AI share of voice tracks how often a brand appears in AI-generated answers compared with competitors in the same category. It reflects visibility across AI platforms such as ChatGPT, Gemini, Claude, and Perplexity. Monitoring AI share of voice helps organizations see whether AI systems consistently include and recommend their brand for key queries or whether competitor brands are showing up more often.
